A. Training, Equipment, and Facilities
Individuals in the following groups may, upon payment of class fees, enroll in CTSCC's basic training workshops, and (given certification of related proficiencies) use CTSCC's facilities and equipment to produce local access programming:
• Members of Community Television of Santa Cruz County
• Employees of the City and County of Santa Cruz and the City of Scotts Valley (with respect to governmental access programming only). Individuals in this category who wish to produce public access programming must become members
• Employees of schools and colleges, and educators associated with private educational agencies, in the County of Santa Cruz (with respect to educational access programming only). Individuals in this category who wish to produce public access programming must become members
Access by persons and organizations other than those listed above shall be determined by the Board of Directors.
B. Channel Time
Community access channel time shall be made available free of charge on a first-come, first-served basis to individuals, organizations, institutions, and groups represented above in II.A and other County residents. Any programming originating outside of the County requires a sponsor from within Santa Cruz County, and shall have lesser priority than programs produced locally.
C. Non-Discrimination
No person will be denied training, equipment, facilities or channel time on the basis of race, gender, sexual orientation, age, physical disability, religious or political belief or affiliation, or the nature of their programming interest.
D. Right to Refuse Service
The staff reserves the right to refuse service to any person whose actions hinder the activities of access producers or staff members. Persons hindering producers or staff will be asked to leave the access facility and may be subject to sanctions in Section VI.B.
E. Denial of Service
The Executive Director may deny service to any member or user consistent with rules specified in Section VI.B of these Rules and Procedures. Denial of service may be appealed in writing to the Ad Hoc Appeals Committee of the Board of Directors.
F. Ad Hoc Appeals Committee
Until such time as the Bylaws of the organization are amended, an Ad Hoc Appeals Committee of the Board of Directors shall review all appeals in writing requesting a review of any or all sanctions issued by the Executive Director.
